James Wesley Scott a regionális tanulmányok és a határtan professzora a Kelet-finnországi Egyetem Karélia Intézetében, Joensuúban. Ezt megelőzően a Leibniz Regionális Fejlesztési és Strukturális Tervezési Intézet (Erkner, Németország) kutató munkatársa, illetve a Freie Universität Berlin docense volt. Habilitációját (2006), PhD-fokozatát (1990), valamint MA-diplomáját (1986) a Freie Universitäten szerezte, BSc-fokozatát pedig a University of California Berkeley-n (1979).

Kutatási területei többek között a város- és regionális fejlesztési politikák, a politikai földrajz, a határtan, a határon átnyúló regionalizmus Európában és Észak-Amerikában, illetve a közép- és kelet-európai átalakulási folyamatok térbeli hatásai. Több, az Európai Unió által támogatott projekt koordinálását végezte, így az EXLINEA és az EUDIMENSIONS projektekét, amelyek az EU Ötödik, illetve Hatodik Keretprogramjában valósultak meg.
